By Prince Golez President Rodrigo Duterte on Wednesday hit back at former Commission on Audit (COA) commissioner Heidi Mendoza who called on the chief executive to respect the government’s auditors. “Kaya itong COA, ito si Heidi sumagot siya. I’d like to tell her: You know, when I was a prosecutor, fiscal ng Davao, city fiscal ako, assistant city fiscal. I was at the same time a special Tanodbayan prosecutor… Alam niyo ‘yang circular-circular, I have seen in a matter of months, the same circular convicting itong mga ano — you know in the provinces. Pagka sinabi ng mayor, ‘Pirmahan mo ‘yan’. Pipirmahan ‘yan ng treasurer pati auditor. But when the bomb ticks off, ‘yang mga mayor, mga gobernador, wala na. Ang maiwan ‘yung walang — and I can see them there… Mga kilala ko pa,” Dutete said.
In a Facebook post on Monday, Mendoza defended the COA, saying it is a “long standing, dignified institution whose men and women spent long hours working for its flag and our people.” While she admitted that some COA rules might be “outdated” or “impractical,” the former state auditor stressed that “it is actually in balancing flexibility and accountability where the real challenge lies.” During a speech at the oath-taking of the Liga ng mga Barangay (LnB) National Board Officers and National Chapter Presidents, Duterte said he will not be lectured by Mendoza about the circulars released by the state audit agency. “Iyon ang ibig kong sabihin. Hindi niya — hindi niya ako ma-lecturan (lecture) niyan because I was ahead of her by a mile, diyan sa understanding the nitty-gritty sa… Iyong minsan ‘yung circular. You convict a person by a circular? Not even by a law. And it’s a violation of circular. A circular, what is its dimension? That it reach the level of both the national and local. Umaabot ba sa atin ‘yan pagsabi sa demanda ng circular? Kaya ‘yun ang ano ka. I was speaking of the people who cannot defend themselves properly,” he explained. The President earlier claimed that the constitutional commission has not contributed to national development. In one of his situation briefings on typhoon “Ompong” recently, Duterte jokingly told Governor Imee Marcos to push the COA auditor in Ilocos Norte down the stairs.
